Description
This position is accountable for the market’s strategic plan and ongoing market performance management defined in the enterprise strategic plan in collaboration with the Regional President and Executive Medical Director. Integrating local market internal and external conditions with the enterprise strategy and through a combination of direct oversight and indirect supervision, this leader is accountable for knitting together local market competitive intelligence, health plan analytics, delivery systems planning and strategic market planning elements to develop and adjust the market’s plan. This leader will lead the creation and execution of operating the tactical plans related to market targets and achieve key market goals and leadership as well as leading the market capital planning process. As a member of the market’s extended Leadership Team, this position supports market executive leaders with the development of market plans and coordinates across Health Plan and Medical Group functions including but not limited to:Marketing, Sales, and Business Development (competitive analysis and rate setting functions), Facilities, Network Contracting/Management, Product, Care Delivery Operations, Financial Planning, and People (Human Resources). This planning expertise and capability will address the broad range of environmental factors including social, political, economic, and consumer trends and issues affecting health care.
Principle Responsibilities
Market Strategy Development, Planning and Execution
- Oversee strategic planning for the market to effectively compete in the external marketplace while advancing strategic initiatives that are critical to the organization’s long-term competitive success.
- Facilitate market planning discussions between the Health Plan and Medical Group leaders for the market. Operate as a key member of the markets extended leadership team, facilitating the dialogue and decision processes associated with market planning and implementation approaches across market executives and functions (health plan and medical group).
- Collaborates on market and product strategy, including line of business (commercial lines), membership analysis, marketing analysis, products and performance reporting. Monitors the ongoing product cycle, including development of new products and management of existing products in order to meet employer, consumer and organization health care needs.
- Integrates strategic financial analyses and plans with program and market teams.
- Collaborates on the rate setting process and directing the synthesis of competitive, pricing, product and financial analyses into recommendations for senior executive leadership that drive decisions that impact membership growth, revenue sufficiency and profitability of the organization.
- Maintain a market planning/business planning and PMO infrastructure to provide expert internal and external data and analysis to facilitate and structure decision-making related to market plans and performance.
- Develop and maintain a market planning process that ensures timely updates to the Region’s strategy, external market intelligence and maintains alignment between the market plan and operational plans, monitors the execution of strategy and key initiatives, and facilitates alignment across the organization.
- Effectively coordinate with various planning processes (including rate-setting, capital planning, IT, forecasting, and budgeting) in order to align the overarching Regional strategy, membership growth strategy, product strategy, and delivery system strategy.
- Facilitate frequent assessments of regional performance, relying on appropriate, reasonable, and timely performance data and reporting mechanisms.
Market Capital Planning Process
- Lead the development of the market’s capital plan to ensure members’ resources are used effectively and the market is positioned for long-term success. Ensure market planning drives optimal use of capital and responds to advances in care delivery.
- Develop and maintain robust capital planning and implementation capability and functions to optimize capital planning and implementation.
- Prioritize capital spending and oversee business case development and presentation.
- Develop facilities strategy to ensure capital plan is aligned with market’s growth strategy.
Internal Consulting & Project Management
- Provide leadership to internal consulting efforts aimed at identifying and implementing solutions to complex organizational problems, building collaboration across the project teams. Focus of these internal consulting efforts would be projects in health plan administration/operations and in projects that encompass both the health plan and the delivery system.
- Provide leadership to project management efforts aimed at implementing complex, cross-functional changes, building collaboration across project teams.
Market Performance Management
- Provide overall leadership of market performance management process, communicating with senior leadership regarding organizational performance results and identifying performance areas that are not achieving targeted performance levels.
- Ensure that appropriate information is developed and disseminated regarding key performance indicators and select initiatives.
- Develop the appropriate information databases, performance reports, and analytic support to measure progress against business goals.
- Monitor business performance against agreed upon objectives and benchmarks.
- Support leaders of functional areas in developing initiatives and activities to address performance measures that are not on track.
Talent Development
- Build a planning team with the skills and talent needed to provide high-caliber, professional, customer-focused services across the planning, consulting, project management and performance management continuum.
- Develop a high-performance analytical team through effective recruiting, mentoring, and coaching; and foster partnership and influence in driving regional performance outcomes and market planning activities.
- Develop individuals to succeed in their current roles and prepare them for future roles.
- Leverage enterprise talent development capabilities.
Qualifications Include:
- Ten or more years of experience in strategy, planning, or operations, with at least five years in health care.
- Demonstrated expertise as a strategic leader.
- Demonstrated leadership capabilities.
- Incumbent should also possess an open, collaborative leadership style that promotes integrity, teamwork and partnership while achieving desired results. Decisiveness, action-orientation, capability to persevere in difficult situations, and a focus on strategic leadership issues highly desired.
- Bachelor’s degree or equivalent in Finance, Business, Economics, or related field. Masters’ degree highly desired.
Preferred:
- Ideal background would also include experience in market planning, communications, and finance.
- Experience in a mature managed care marketplace.

This position has a target base salary of $229,000 to $286,875 and is eligible for incentive compensation, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.
